Like the First one, and like the Second one,
the 3rd Latino Upstate Summit will have the participation in the making of
Latino Community Based Organizations from many cities of the Upstate area in New York.
Also, private commercial organizations like the
CNY Latino and MKA Consultants are responsible for the development and running for this year's
